Mr. Timberlake has over thirty eight years of experience spanning areas that include the design and construction of highway projects, engineering applications in the aggregate industry, and land surveying.
He began his career with the Indiana State Highway Commission as an inspector on Interstate 64 during college. Upon graduation he spent a year in the graduate engineer training program, spending time in road design, bridge design, testing and traffic at the central office in Indianapolis. He worked as permit engineer in the Seymour District and as a project engineer in the Vincennes District. He then advanced to area engineer, supervising construction of highway projects in southwest Indiana.
He began working for Mulzer Crushed Stone Company in 1989 as the Company Engineer in charge of engineering and surveying operations. The work included design of barge fleeting and aggregate unloading facilities and the design and construction of aggregate processing facilities.
In 2000 he left Mulzer Crushed Stone to expand the operations of Timberlake Engineering, a Civil Engineering and Land Surveying firm he had started in the early 1980's.

Permit Engineer, Seymour District, ISHC: Permit Engineer in charge of reviewing and inspecting applications for utility and driveway permit applications for work within State Highway Right of Way for the Seymour District.
Area Engineer, Vincennes District, IDOH: Area Engineer in charge of assigning engineering personnel to active road and bridge construction contracts and the oversight of contracts including review of change orders and resolution of engineering issues related to new construction. Projects included construction of Interstate I-64 and portions of the Lloyd Expressway in Evansville, Indiana.

Project Engineer, State Road 66 in Tell City, Indiana: Project Engineer in charge of urban road construction widening, re-construction and addition of turn lanes and traffic signals on State Road 66 in Tell City, Indiana. Computed quantities and prepared estimates for payment to the contractor.
Project Engineer, Bridge on State Road 66 at Grandview, Indiana: Project Engineer in charge of the removal of an existing concrete arch bridge and the construction of a new concrete I- beam bridge. Computed quantities and prepared estimates for payment to the contractor. Prepared final construction record.
Project Engineer, Contract R-12062, State Road 66 in Cannelton, Indiana: Project Engineer in charge of a road construction project from Greenmeadow Drive to the Cannelton Lock and Dam. Computed quantities and prepared estimates for payment to the contractor. Prepared final construction record.
Project Engineer, Traffic Signal Installation at the Intersection of State Road 56 and US 231 in Jasper, Indiana: Project Engineer in charge of layout and construction of a traffic actuated signal system.
Project Engineer, Paint Striping, Vincennes District: Project Engineer in charge of a paint striping contract involving several State Roads in the Vincennes District.
Project Engineer, Herbicide Treatment Contract: Project Engineer in charge of the application of herbicide on various roads in the Vincennes District.
Design and Layout, White Oak Hill, Marengo, Indiana: Engineer in charge of initial curve design, layout in field, cross sections, topographical survey and survey ties to property corners for State Road 66 "White Oak Hill Project" south of Marengo, Indiana. A portion of this road was constructed to remove a dangerous horizontal curve.
Assistant Project Engineer, State Road 37, St. Croix (Perry County), Indiana: Engineer on new construction of State Road 37. Duties included performing on-site soil and concrete tests and surveying lines, grades, slope stakes, right of way, and large drainage structures. Other engineering work included taking initial and final cross sections for computation of earthwork quantities. Special engineering work on this project involved slide repairs and construction of shale fills.
Engineering Assistant, Interstate 64, Contracts R-8828, R-9967: Performed testing on soil and concrete. Worked in a survey crew staking centerline, running level circuits, slope staking, setting grades, staking pipes, staking right of way, and setting bridge control stakes. Inspector at asphalt plant. Computed earthwork quantities from cross sections.
Misc: Attended various training courses at the research and Training Center in West Lafayette, Indiana. Courses included training in surveying, plan reading, office manager 19 point filing system and use of the troxler nuclear density testing device.
Private Engineering Management Experience
Mulzer Crushed Stone Company
Company Engineer in charge of engineering design, layout and construction of aggregate processing facilities in three states. Trained in the use of Autocad/Survcadd software.
Directed design and construction of barge fleeting and loading and unloading facilities on the Ohio River in Indiana and Kentucky, and designed barge fleeting facilities on the Kanawha River in West Virginia. Review of Aggregate Testing issues.
Committee member of INDOT-Certified Aggregate Technician Program and involved in the preparation of the first training manual. Participated in the program as an instructor at the INDOT Certified Aggregate Technician School.
Supervised environmental activities. Environmental permitting including Rule 5 and Rule 6 stormwater permits, NPDES water discharge permits, and air permits for concrete and aggregate plants. Oversaw stormwater monitoring at various aggregate facilities. Received certification as a Method 9 air emissions tester. In charge of the design and construction of a 2 acre salt pad with retention basin in Hugheston, WV.
In charge of surveying activities in Indiana, Kentucky and West Virginia. Performed hydrographic surveys for river cross sections. Performed boundary surveys at quarries which varied in size from a few hundred acres up to 2000 acres. Directed the measurement and calculation of stockpile inventories. Researched mining leases.
Engineering design which included the design of a wall and roof system for Charlestown Quarry tipple and involvement in the planning and the layout of a new plant at Cape Sandy. This required the design of a steel surge bin and conveyor system. Designed a barge mounted "ski-ramp" to allow dumping of R-35 quarry pit trucks directly on to barges. Designed new garage facility and raised mound septic system for Griffin Sand Pit and a new garage facility at Mulzer's main office in Tell City, Indiana. Worked on the design, layout, and permitting for startup of the Abydel Quarry in Orange County, Indiana. In charge of permitting, zoning activities, and design of truck/ barge loading facility for the startup of the New Amsterdam Quarry. Designed alignment, grades and right of way a county road re-location.
INDOT-related activities included preparation of the annual source reports for the various Mulzer aggregate facilities including geologic profiles at each quarry.
Involved with starting GPS barge positioning for tracking and plotting dredging activities on the Ohio River.
Environmental work included involvement with wetland delineation and the design and development of mitigation areas and an annual mussel bed survey on the Ohio River. Permitting new green field sites involved extensive experience with archaeological issues involved with new construction.
Experience at Timberlake Engineering
River design work includes the Alton Boat Ramp project on the Ohio River for the Town of Alton. Design of the Cannelton Boat Ramp project on the Ohio River for the Town of Cannelton. Design of the Rome Boat Ramp project on the Ohio River for the Perry County Parks Board and the Design of the Troy Boat Ramp project on the Ohio River for the Town of Troy. These projects were a part of the Indiana Waterways program administered by the Indiana Department of Natural Resources.
Aggregate industry work includes stormwater pollution prevention planning and the preparation of INDOT aggregate source reports. An underground survey of the former Hyrock Quarry was conducted which included preparation of a map of the tunnels and amount of surface cover above the tunnels in relation to property lines. A report of the mineral aggregate reserves was made for the Mathis Quarry in Harrison County, Indiana.
Reclamation plans for quarries and sand and gravel operations have been prepared for Marin Marietta, Mulzer Crushed Stone, Hilltop Basic Resources, U. S. Aggregates, Engineering Aggregates, Heritage Aggregates, Spray Sand & Gravel, Corydon Stone & Asphalt, Sellersburg Stone, Barrett Paving Materials, Eagle Materials and North American Limestone. Building design work includes the design of a new six bay Firehouse for the Town of English, the design of Tower Full Gospel Church and the design of the Tunnel Hill Methodist Church. Recent project are the design of an addition to the Marengo American Legion Post 84, design of the Crawford County Health Care Center at Marengo and design of the Carefree Truckwash. Surveying work includes approximately 200 topographical and boundary surveys per year using Electronic Distance measuring equipment, GPS and leveling. Several subdivisions have been designed and approved in various counties. Several FEMA flood elevation determinations have been made in southern Indiana.
Site development work includes the site topography and the construction layout of the Crawford County Judicial Complex and the site layout for construction of an expansion to Eagle Steel at Clark Maritime Center in Jeffersonville, Indiana.
Miscellaneous engineering work includes the design of several commercial driveways for INDOT applications, the design, layout and DNR permitting of a private bridge in Harrison County and the layout and route planning of a county bridge as Crawford County Surveyor. Soil testing of apartment complex project in Tell City, Indiana, including standard proctor densities and on site compaction testing.
